Is the Copenhagen summit a complete failure?

Two weeks of negotiations and the result: The Copenhagen Accord - brokered at the last minute by Barack Obama, the US president, with China, India, Brazil and South Africa - did not receive universal support from the 193 countries participating in the climate summit.

The agreement is not a legal binding but a political agreement. And we all know how political agreements last.

China and US are the two world's biggest emitter of CO2 gases. The US did not bend and the Chinese premier, Wen Jiabao, snubbed 11th-hour meetings, sending low-level aides instead. Ban Ki-moon, the UN secretary-general, called it "a historic, if incomplete, agreement".
