
Narendra Modi, the Gujarat chief minister, in a new for democracy, has plans to table the Gujarat Local Authorities Law (Amendment) Bill 2009. The bill will make it compulsory to vote in elections. If a citizen does not vote then he has to explain the reasons for not exercising his right else face punishment.
PP Rao, a Constitutional expert explains that such a law is direct infringement of the Right to Freedom of Expression and can be challenged in the court.
This may be an answer to the overflowing apathy that the citizens display. The decision is contentious and yet the implication is rational.
