India's states asking for separate states

After the whole deliberation for the cessation of Telangana from Andhra Pradesh, another demand has joined the bandwagon.

Chief Minister Mayawati of Uttar Pradesh has now asked for a separate state of Poorvanchal. Prior to this, she had also demanded for the statehood for Bundelkhand and Harit Pradesh.

BJP, one of the major political parties, has been reported to have said that smaller states are better in terms of administrative convenience, economic and development viability.

Does India then need a Federal government as that of the US?

The process for the formation of a new state in India is:

Step 1: Presidential reference is sent to state Assembly
Step 2: After Presidential reference, a resolution is tabled and passed in Assembly
Step 3: Assembly has to pass a Bill creating the new state
Step 4: A separate Bill has to be ratified by Parliament
